x11/hamclock: Upstream is going away due to programmer passing away

Browse Source 
- Added temporary LOCAL distfile since upstream seems erratic
  this will quiet pkg builder errors
- Marked as Deprecated and expiration date set
  Upstream server will be turned off in June
- Looking into alternative such as OpenHamclock etc.
