Muhammad Moinur Rahman 2fa01f8cf8 .cirrus.yml: Change image to 13.2-RELEASE 
The CI was running based on 13-2-snap which was pre 13.2-RELEASE. As we
have 13.2-RELEASE now switch to that version.
