Hiroki Sato 4fe414e55f - Move developers.sgml to the language-independent directory. 
- Move files under <lang>/htdocs/share to <lang>/share.
- s/WEB_PREFIX/DOC_PREFIX/
- Update the webupdate script to use the SVN repository.

Hiroki Sato 282a032540 - Remove junk directories. 
- Repocopy from www/<lang> to head/<lang>/htdocs to eliminate duplicate
  information in the www and the doc directory.
- Add various administration files to svnadmin.
